Can't read the xml file

Hi
I've tried inserting the code as described.
2 things:
1 - in the console I'm getting the message the config.xml file can't be found. This although it is in the correct path.
2. How can I get it to show above the text and below the images in the hikashop product space?

Do you still have the webrotate integration on this page as it doesn't seem to be running there right now?
